Maxim Sterlyagov is a real estate developer and founder of Rolen Development and Rolen Construction, focused on residential development and construction in Los Angeles, with a particular emphasis on Pacific Palisades.

He brings more than 20 years of experience across real estate development, investment, construction, and asset management in the U.S. and international markets. Earlier in his career, Maxim worked with AIG Global Real Estate on major real estate investments and later served as Head of Real Estate Asset Management for Morgan Stanley in Russia.

He subsequently served as CEO of Aviapark, the 4.2-million-square-foot shopping and entertainment center in Moscow. One of Europe’s largest retail developments, Aviapark was completed in approximately two years and includes approximately 2.5 million square feet of leasable space.

Today, Maxim applies his institutional investment and development experience to residential projects in Los Angeles, combining disciplined underwriting, thoughtful design, and hands-on construction execution.

Maxim holds an MS from the Moscow Institute of Physics and Technology, an MBA from Case Western Reserve University, and has completed executive education at Harvard Business School.

Luis Arias is the Chief Operating Officer of Rolen Construction, bringing over 15 years of experience in operations and project management leadership across construction, real estate, and residential development. He holds a Master’s degree in Industrial Engineering and a Bachelor’s degree in Architecture. Prior to joining Rolen Construction, Luis served as Product Development Manager at Integer Development, leading cross-functional teams to deliver luxury, high-quality residential communities, and as Construction Operations Manager at Amherst Holdings’ Bungalo Homes Division, where he led a distributed team of 50+ professionals and oversaw construction operations spanning more than 780,000 sq. ft., contributing to the rehabilitation and sale of 500+ single-family homes across multiple U.S. markets. Luis combines a strong technical and engineering background with a data-driven approach to operational excellence, process optimization, and cross-functional delivery.

Civil Engineer with 6+ years of experience across residential, industrial, and infrastructure construction, including new construction, remodels, ADUs, industrial facilities, and structural rehabilitation. Specializes in project management, estimating and budgeting, cost control, scheduling, subcontractor coordination, change orders, field supervision, and project planning, with postgraduate specialization in Project Management.

Finance professional with 10+ years of experience in investment analysis, corporate finance, accounting, and strategic advisory across real estate, construction, energy, infrastructure, and M&A. Specializes in investment underwriting, financial modeling and valuation, capital raising, investor relations, performance improvement, and value-creation strategy, and holds a Master’s in Economics and an MBA in Finance.

Accounting professional with 6+ years of experience in construction accounting and administration, banking, and financial operations. Specializes in AP/AR, construction billing and payment applications, project cost monitoring, vendor and subcontractor coordination, QuickBooks reconciliation, and financial documentation, and holds a BS in Business Administration with a major in Financial Management.

Construction professional with 5+ years of experience across residential, commercial, general, government, and multifamily projects. His strengths include estimating, project planning, and project coordination, with experience using Autodesk BIM 360 and Navisworks.

Architecture and procurement professional with 2+ years of experience across construction procurement, architectural design, and customer service, including single-family residential projects and trade bidding coordination. Specializes in procurement workflows, subcontractor coordination, 3D visualization, and BIM/CAD modeling, and holds an Architecture degree and C1 TOEFL English certification.

Construction professional with 4+ years of industry experience, including 2 years in project management across residential construction, new builds, ADUs, remodels, and field coordination.
